Voluntary Local Reports have proven useful for cities and regions to promote the localization of the SDGs and demonstrate the capacity and commitments of local authorities. The VLR (Voluntary Local Review) is a comprehensive analysis of the 77 indicators of the UN-Habitat's Urban Monitoring Framework (UMF) and can contribute to the improvement of Municipal Sustainability Index (ISM). VLRs must be consistent and aligned with the principles of the 2030 Agenda and the New Urban Agenda, adopted at the United Nations Conference on Housing and Sustainable Urban Development (Habitat III) in 2016, providing support for the evaluation of projects promoting 'Smart Cities.'
